Established in March 2017, the IOSCO Asia Pacific Hub in Kuala Lumpur is IOSCO’s only presence outside its headquarters in Madrid. Hosted by Securities Commission Malaysia, the Hub provides a regional platform to deliver capacity building for securities regulators across Asia Pacific and beyond.

About IOSCO Asia Pacific Hub

Established in March 2017, the IOSCO Asia Pacific Hub in Kuala Lumpur is IOSCO’s only presence outside its headquarters in Madrid. Hosted by Securities Commission Malaysia, the Hub provides a regional platform to deliver capacity building for securities regulators across Asia Pacific and beyond.

The Hub draws on the collective expertise and infrastructure of IOSCO’s membership to strengthen regulatory and supervisory capabilities, support market development, and foster greater connectivity in the region.

Since becoming operational, the Hub has delivered a wide range of programs. To date more than 3,000 participants from over 120 jurisdictions have taken part in its in-person trainings and live webinars, with many more accessing its on-demand resources online.

IOSCO Asia Pacific Hub

Rodrigo Buenaventura took over as IOSCO Secretary General in January 2025.

He served four years as Chair of the Spanish financial markets regulator, CNMV, until December 2024, and as such was a member of the ESMA and IOSCO boards. Rodrigo chaired several policy committees within ESMA (Investor Protection, Market Integrity and Markets) and IOSCO (Sustainable Finance Task Force).

Previously, he developed a career in financial markets regulation and supervision, starting at CNMV in 2005 as Head of International and then Secondary Markets, joining the then newly created ESMA as its first Head of Markets (2011 to 2017) and then back at CNMV as Director General for Markets until 2020. He specialized in post-trading, market abuse supervision, corporate reporting, market structure and corporate governance.

Mohammad Faiz Azmi was appointed the Executive Chairman of the Securities Commission Malaysia (SC) in June 2024.

He was previously a Board member of the SC since August 2023. He was the Chairman of PwC Malaysia for 11 out of his 30 years with the firm. He has over 38 years of experience in the audit and business advisory services in Malaysia and the UK.

He was the leader of Chairman of PwC Malaysia in June 2023. Much of his recent work has been with the Federal and State Governments involving work related to Accrual Accounting, acting as an Administrator for an airline and certain government entities and being part of the Federal Government National Covid vaccine rollout. He has also been involved in the financial restructuring of government agencies as well as investigations.

He was educated in Malaysia and UK and read law at the University of Durham before being called to the English Bar. He is an alumni of Lincoln’s Inn and a member of the Inns of Court of Malaysia.

Azalina Adham was appointed as Managing Director of the Securities Commission Malaysia (SC) on 1 January 2023. She joined the SC as Executive Director of Strategy and Policy on 1 July 2022. She was formerly the Chief Operating Officer of Bursa Malaysia Berhad, the Malaysian national stock exchange. Prior to joining the national stock exchange, she was an investment banker with experience in corporate banking, corporate finance and privatisation having served with Maybank Investment Bank Berhad (formerly known as Aseambankers Malaysia Berhad) and Alliance Investment Bank Berhad (formerly known as Amanah Merchant Bank Berhad).

Azalina Adham has over 29 years of diverse financial and capital market experience in investment banking, corporate finance as well as the exchange business. Some of her key areas of expertise are strategy and transformation, strategic communications and business development. During her tenure at Bursa Malaysia, she led several transformational initiatives including Bursa Marketplace – the first-of-its-kind virtual marketplace; Bursa Anywhere – ASEANs first mobile depository e-services app; and the Leading Entrepreneur Accelerator Platform (LEAP) Market – ASEANs first-of-its-kind alternative capital raising platform for SMEs.

Azalina Adham graduated with a Bachelor of Science in Management/Finance from Purdue University, USA in 1992. She also completed the Advance Management Programme at Harvard Business School Boston, Massachusetts, USA in 2018.

Julia Leung has been Chief Executive Officer (CEO) of the Securities and Futures Commission (SFC) since 1 January 2023.

She joined the SFC in March 2015 as Executive Director of the Investment Products Division. She became Executive Director of the Intermediaries Division in June 2016 and took on the additional capacity of Deputy CEO in March 2018.

In more than 25 years of public service, she has extensive experience in financial regulation, market development and international cooperation. Prior to joining the SFC, she was the Under Secretary for Financial Services and the Treasury from August 2008 to December 2013. Before that, she served at the Hong Kong Monetary Authority for 14 years, spending the last eight years as the Executive Director responsible for financial cooperation with Mainland and other international regulators.

She graduated from The Chinese University of Hong Kong and earned a master’s degree from Columbia University in the City of New York. In 2014, she authored a book on how Asia has surmounted various financial crises.
